4/28/2013 10-11 by CAD

Great day except for the late Robbery call in another sector that I got bagged with.

Seems like this gentleman was going to one of those self car wash things and was about to vacuum his car out when these 2 drones drove up on him and robbed him of his wallet, money, keys, cell phones and 180 pills of Oxycontin, 120 of Percocet all of which he just got filled coincidentally. He got the tag of the vehicle they were in and we sent a unit from another Precinct to the address but the car was not there but that officer talked to somebody there and he gave us a name of the person who normally drives that car and our victim said he could identify both of the suspects so it should be a good job for the assigned detective if it was in fcat a true robbery or just a drug deal gone bad.

Saturday was a beautiful day with the sun shinning and birds singing and all that good stuff that happens on a good day, except for some poor fool who decided to shoot some heroin in a Taco Bell bathroom.

We get a call for a person down in the bathroom of a Taco Bell in another sector. All the units in that sector were tied up on other calls so they dispatched it to me. While I was in route an officer from that sector cleared up and took the log for the call so since I was halfway there I decided to continue to see if he needed any help. While still in route we were getting updates on the call which was now upgraded to an overdose and that the employees at the Taco Bell refused to help the male who was overdosing.


Now the above picture shows why this world is fucked up and we are all doomed. No one wants to help anyone and would rather watch a person die in front of them that to lift a finger to help. Now I know some of you are saying that "what the fuck it's only a junkie" but it is still a human being. Luckily the FD got there pretty quick and also the ambulance and Narcan works miracles when administered.

The shift sailed pretty smooth after that call and I only had a few minor calls  that required very little effort on my part.

he only interesting call I got today was for a Fraud in which the complainant believed that someone got a hold of his information.

When I get to his house he shows me a letter from a Circuit Court from another jurisdiction with another person's name but his address on it. It basically says that he owes court costs, fines and restitution in the amount of $850.37 from a case that was in 2011 and that if he doesn't pay the state will deduct it from his State income tax refund. Well 2 days ago he got his State return and it was $850.37 light. He tells me he thinks someone stole his identity and that person used it when he was arrested. He also tells me that he contacted the jurisdiction and told them it was an error and they told him to contact the state tax department and when he contacted them he was told that the jurisdiction needs to clear it up, seems like he is caught up in the bureaucratic run around. I asked him some questions and determined that it was not identity fraud but most likely a simple clerical error and  I would try and get to the bottom of it.

I called the court clerk and after a while we got to the bottom of it. The person who was arrested had the same social security number on his paperwork as my complainant's wife. I also found out that the person who was arrested had died shortly after he was convicted. Somehow they used the social security number of the wife and found her address and sent the letter to my complainant and then they went ahead and contacted the tax department who took the money from their state tax refund. Strange shit huh?

Bottom line is the court clerk will look into it on their end and refund the money back to the state who will hopefully refund it back to the complainant. It might take a little time but my complainant seemed happy.

Oh I also told him to check his and his wife's credit report to see if there are any fraudulent items on it and to contact the 3 credit reporting agencies and put a fraud alert on their information.

My good deed for the day...................

There are certain days that start out good and get progressivle bad. Today was one of those days.

We get a call for a 4 year old girl running in the street naked. This was very close to a major roadway which at the time of the call is very congested with traffic at 45MPH. I have run radar on this raod and have at several times stopped people for doing 70MPH so it can get hairy.
Well we get there and sure enough there is a little girl naked on the side street. The person who called it in had provided a small towel to cover her up. This girl is dirty and it appeared that her hair hasn't been combed in a while. She is unable to tell us where she lives and wants to just keep on walking up and down the street. After about 5 minutes I get lucky when I knock on a door and a woman answers and I ask her, pointing to the little girl on the street if that is her daughter. Oh when she opened the door I was greeted with the smell of what I can only describe as one of the most horrible smells, other than a badly decomp, I have ever come across. The woman looks at the girl and says Oh my God that my daughter. I ask her if she knew that she was out here and she told me she is Autistic and has a habit of getting out. Well we get the girl back into the house and the mom explains to us that she has tried to secure the house as best as that could with locks and chains but this little girl, who happened to be 7 years old not 4 as it was originally reported, keeps figuring out how to defeat the locks. The mom lives there with her father and her 4 kids ranging in age form 3 years to 12 and when we ask why aren't they in school she tells me they are home schooled. We all of this doesn't add up so the log unit checks the interior of the house and determines that it is unfit to live in so he calls CPS (Child Pretection Services). At this point I cleared up and went back in service but I learned later that CPS responded and removed all 4 kids from the house and gave the mom 7 days to clean up the house so it is liveable.


Now I have kids so calls for kids always gets my adreniline up so about 10 minutes after I clear up I get a call for a 15 month old playing in the street on the other side of my sector. It seems like a lady driving on a street saw a child playing in the street and did not see an adult around so she call 911. I get there and as I'm turning onto the street I meet the caller who told me she had recall 911 and cancled the call because the childs mom came out of a house and took the child in. I asked her the address and she said" its ok the mom came out and got him" at which point I said "no its not ok I need to speak with her". Well I get there and the mom is outside watering plants and I ask her if her child was outside without supervision and she says "yea it was only for a second" and I explained that I talked to the caller and it was definitely not a second and asked if she frequently lets the child, who is only 15 months old, to play outside without her there. She says "no he must have sneaked outside" Well I told her that it's not a smart idea to not know where your child is. She seems a little upset that I said that but screw her, it could have ended a whole lot different. There was no need for any further action on my partand I think she got the message that I was a little pissed off.

The rest of the day was better with nothing other than BS calls.

10K race day here in the city. They staff the race with plenty of Police and Fire personnel so its really not an issue for patrol except a lot of street are closed and parking becomes a hassle but its only a few hours so we kind of overlook the parking problems.

First call was in another sector and came out as an assault in progress so I assisted. Long story short is that a female hooks up with 2 other people in one of our seedy hotels on the "Pike" and gets robbed and strangled. She told us she had just cashed her income tax check and had $1100.00 on her when this guy she was hanging out with took it from her and then tried to choke her. Well he took off before we arrived but the log officer got his information and did his report. Oh and those marks on her arm were not track marks she said, I wagered that you could have run a whole Amtrak express up and down her arms but who am I to judge?
Next call was from a business that has a loading zone in front of their business and they always call us first thing in the morning for people parked illegally in the spaces. 2 tickets later I was back in service. 
After an alarm call I dispatched to a disorderly call in a park that is well known for homosexual activity. It seems that a person was camping out in the park and when asked to leave gave the park worker some attitude. As I got there he was leaving and bitched a little about how he was woken up and I told him to have a nice day and don't come back.
A disabled motorist was my next call and I sat and waited until she got a tow truck to tow her vehicle since she was in a hazardous place on the highway. The law here is that when approaching an emergency vehicle with it's lights flashing you need to do either slow down or move over and about 80% of driver will comply with the law but it's the other 20% that are assholes and make this job dangerous. sat there for about an hour and lost count of how many people blew by me without even hitting the brakes.

Next call was from a security guard that patrols one of the shopping centers. He called because he observed 2 males open carrying, which is not illegal here. I get there explain that they are doing nothing wrong and he asks me to stand by while he questions these 2 individuals. I pull up and wait for him to talk to them. After a few minutes he comes back and thanks me for standing by and I leave.

A couple of abandoned vehicle calls later and then an accident with injuries/person trapped about a minute before I was to head in and report off. Evenings were still in roll call when the call came out but an evening Sergeant told dispatch that they were coming out and to assign it to one of her units. I cleared my call and told dispatch I would head over to provide traffic control while the evening officer worked the accident. A vehicle lost control and struck a parked vehicle pushing that vehicle into a tree which caused the striking vehicle to flip and land on the driver side. By the time I got there the driver of the striking vehicle had managed to climb out so there was no one trapped. The evening officer showed up and worked the accident and I hung around and gave him a hand and waited for the wreckers to clear the road and then headed back to the Precinct to report off.

Good busy day which makes it a lot of fun......See ya tomorrow.

Beautiful day today and for the most part the community behaved themselves.

One of our first calls was for a Burglary in progress in which a witness saw a male try an apartment door then go around the side of the building and climb through a window. Well about 6 of us got there and when I approached the front door a male came to the door and said that he lived there and forgot his keys so he climbed in the window. We said ok that's possible but lets see some identification. The male produced a VA Identification card with a difference address on it so I asked him how long was he living here and he said he shares the apartment with his girlfriend and that he has been here for several months. I ask him if he has any bills in his name which have this address on them and he says he cannot find any and that he pays all his bills on line. One of my partners then asks where is his girlfriend and he says "shes at work" so he says call her and let me talk to her. Well he calls her and she verified his story so we bid him a fond goodby.

I then get a call to meet a complainant in reference to someone stealing gas from her vehicle. The call also states that she is hard of hearing and thats why an officer was dispatched otherwise the call would have been handled over the telephone by someone at the precinct.

So I get there and find out that the person who called is not the one who allegedly had the gas stolen and she is not hard of hearing. It seems like the caller has some mental issues going on in which the neighborhood paper delivery people are in a large group and are stalking her and bugging her phone and that someone had left a soft serve ice cream cup in her trashcan. She went on and on for about 30 minutes about how the delivery people drive down the street at 0400 and that all have these cars with all glass on the top and bright lights. She then asked for my name and when I told her she said "your from Philadelphia aren't you" I took a step back and said how did you know that and she said it was my accent. I told her we would step up patrols in her neighborhood and that if she sees anyone to call us right away. After I left I thought that she wasn't 100% crazy........ she pegged me being from Philly I gotta give her props for that.

Nothing else happened that's worthy to write about so see you all in a day or two.

Alright I'm back after a brief vacation of 5 fun filled days and nights.

First call of the day was for an accident with injuries. I arrive on location and its only minor injuries to 1 driver. The person who caused the accident told me she was looking at a construction sign and paying attention to her GPS and did not see the red signal that she drove through causing my other driver, who had the right of way I might add, to T-bone her. My other driver goes to the hospital and I finish my paperwork and write her a summons for the red signal.

I then go to the local Occupational Health hospital for my physical therapy appointment for my shoulder and after an hour it kind of feels a little better after getting prodded, pulled, yanked and then iced.

My next call wasn't so much a call but a chance encounter. A blind person, not someone selling blinds, a real live blind person got lost while on an outing with a staff member of the facility she attends. Don't ask me how she became separated from her guide she just did. She managed to find a kind person who managed to flag us down. She didn't speak real good English and wasn't sure where she was or needed to go but we figured it out and got her back to where she needed to be. When I got her back at the facility the Director told me that her guide had called several times to let them know she was lost but nobody managed to call the Police. No big deal I got her back where she belonged.

Next call was for another accident and it was borderline reportable or non reportable depending on which way you look at things. I made it reportable because it looked like my explanation of reportable vs non reportable wasn't sinking in with one of the drivers. Oh well finished up on time and headed back to the Precinct to call it a day.

Easter Sunday and the Heavens opened, with rain for most of the day but at least it kept everybody off the streets except for an unlucky deer. First call was for a deer that had gotten struck by a car and is in the street blocking the travel lane. I get there and the deer is off to the side of the road and is not blocking the travel lane, it is however lying on the driveway of a house and the owner wants it removed. I tell him it will be put on the list for sanitation to come get tomorrow since it is a Sunday and it's not an emergency since it is out of the roadway that's pretty much all I care about. I also tell him that if he wants to move it to the side then be my guest. I get the stink eye, bid him a fond Easter and get in my car and roll out.

Next call was for an accident in which a lady was attempting to make a left hand turn from a side street. The only thing she did wrong was not look to see if any traffic was coming from her left. You guessed it! there was traffic coming from her left and she hit it good. How good do you say? Well good enough to push the other car over the median strip and into the oncoming lanes of traffic. Good thing it was Easter Sunday and there was practically no traffic on the road because it could have been a lot worse. One accident report and a Summons later I was back in service.

My next call was a follow up to a call the midnight shift handled in which a man claimed he was stabbed in his apartment. It seems like they found some more blood evidence in the apartment and wanted to speak with an officer to see if it was worth collecting as evidence. Well I get there and look around and as I'm talking to the victim he tells me that there was a knock on the door and that when he answered it the suspect started to attack him with a knife and cuts him on his hand and head. As he's telling me this I can see that he is struggling with something in his mind so I ask him what else happened. Well at this point he looks at me and says "I stabbed the guy" and I ask how did that happen and he told me that after he got cut the second time he grabbed the suspect and starting fighting with him and while they were on the ground fighting the knife fell on the floor and he picked it up and stabbed the suspect in the ribs at which time the suspect gets up and runs out of the apartment with the knife stiff stuck in his ribs. He said he was afraid to say it last night and I told him he has nothing to worry about and that I would have done the same thing if I were in his shoes. I call the on call aggravated assault detective and he comes over and interviews the guy and collects some blood samples. I leave since the detective will do the Supplement report I sure hope they catch this guy.........

I stop over at Firehouse 5 to see a friend who invited a bunch of officer's over for dinner and told him that I couldn't make it since my shift ended before dinner and that if I came home and was not hungry my wife would kill me for not eating Easter dinner at home. While I was there he was making the side dishes and by the looks of them I should have risked the beating my wife would have given me to stay and eat there. I know his crew ate well yesterday and I hope they got a chance to "sleep it off".

Last call was about 20 minutes before we end our shift. It was for an accident and it was actually not logged to me but I took it from another officer because he leave on time and not get stuck on a late call. I don't mind doing that for another officer because it has been done for me many times and C/D platoon is good for making sure we all get done on time and helping each other out. It was a single vehicle accident in which this old lady lost control of her vehicle on an on ramp, over corrected and left the roadway and ended up sitting on top of a guard rail. No injuries and the vehicle had to be towed so it was a simple accident report which I finished pretty quick. One of my partners who was staying over and working OT for evening shift came and relieved me and waited for the wrecker to come and I headed to the Precinct and printed out my FR-300 and called it a day.
